Forbairt Beartaithe: – Bóthar Bhaile Átha Cliath, Dún Dealgan - Scéim Taistil Gníomhach 

Tugann Comhairle Contae Lú fógra leis seo go bhfuil sé ar intinn aici oibreacha forbartha a dhéanamh ar Bhóthar Bhaile Átha Cliath, Dún Dealgan, Co. Lú. Tá na nithe seo a leanas i gceist leis na hoibreacha atá beartaithe:

• Tá sé beartaithe bonneagar ardcháilíochta leithscartha do choisithe agus do rothaithe a shuiteáil chun sábháilteacht a fheabhsú agus chun Taisteal Gníomhach a chur chun cinn feadh Bhóthar Bhaile Átha Cliath ó Acomhal Xerox (R132, crosbhealach R215) ag dul ó thuaidh go Cois Abhann ar feadh fad c.2km
• Tá sé beartaithe acomhail a uasghrádú feadh an bhealaigh iomláin chun trasrianta coisithe agus rothar níos sábháilte a sholáthar
• Tá sé beartaithe na stadanna bus reatha feadh an bhealaigh a uasghrádú, ag soláthar áiseanna a chomhtháthaíonn coisithe agus rothaithe araon
• Tá sé beartaithe gach bealach isteach feadh an bhealaigh a uasghrádú chun éascú níos fearr a dhéanamh ar choisithe agus ar rothaithe
• Tá sé beartaithe trasrianta coisithe agus rothaíochta a sholáthar ag línte mianta aitheanta feadh an bhealaigh
• Tá sé beartaithe ceangal a dhéanamh le háiseanna rothaíochta atá ann cheana a chomhéadann an bealach, a fheabhsóidh tírdhreachú agus bithéagsúlacht feadh fad iomlán na scéime lena n-áirítear córais draenála uirbeacha inbhuanaithe (SUDS)
• Gach oibreacha coimhdeacha eile a bhaineann leis na lánaí rothar seo feadh fad na scéime a sholáthar

I gcomhréir le S.I. 476, 2011, Alt 250, na Rialacháin um Pleanáil agus Forbairt (Leasú) (Uimh.3), 2011 agus S.I. 296, 2018 Rialacháin an Aontais Eorpaigh (Pleanáil agus Forbairt) (Measúnú Tionchair Timpeallachta) Rialacháin 2018, tá scagadh déanta ag Comhairle Contae Lú agus tá na nithe seo a leanas socraithe aici:

• Baintear de thátal as an réamh-mheasúnú nach bhfuiltear ag súil go mbeidh aon drochthionchar suntasach ag an tionscadal, ina aonar nó i gcomhcheangal le pleananna nó tionscadail eile. Mar sin, níl Measúnacht Chuí Chéim a Dó (AA) ag teastáil don tionscadal.
• Níl aon dóchúlacht i ndáiríre go mbeidh tionchar suntasach ar an gcomhshaol agus mar sin tháinig an réamh-mheasúnú ar an tátal nach bhfuil gá le Tuarascáil Measúnaithe Tionchair Timpeallachta.

Is féidir le duine ar bith, laistigh de 4 seachtaine ó dháta an fhógra seo, iarratas a dhéanamh chuig an mBord Pleanála ar chinneadh scagthástála EIA maidir le cibé an mbeadh tionchar suntasach ag an bhforbairt ar an gcomhshaol.

Féadfar pleananna agus sonraí na forbartha beartaithe a iniúchadh nó a cheannach, ar tháille nach mó ná an costas réasúnach chun cóip a dhéanamh, ó Dé Máirt 3^ú Meán Fómhair, 2024 go dtí Dé Máirt 1^ú Deireadh Fómhair, 2024 (san áireamh) in oifigí Chomhairle Contae Lú, mar nóta thíos le linn uaireanta oscailte poiblí ag:

• Comhairle Contae Lú, Halla an Chontae, Ionad na Mílaoise, Marshes Íochtarach, Dún Dealgan, Co. Lú, A91 KFW6 agus
• Comhairle Contae Lú, Halla an Bhaile, Sráid Crowe, Dún Dealgan, Co. Lú, A91 W2OC

Part XI of the Planning and Development Act 2000 (as amended) Part 8, Article 81 of the Planning and Development Regulations 2001 (as amended)

SITE NOTICE

Proposed Development: – Dublin Road, Dundalk  - Active Travel Scheme

Louth County Council hereby gives notice of its intention to carry out development works at Dublin Road, Dundalk, Co. Louth. The proposed works involve the following:

• It is proposed to install high-quality segregated pedestrian and cycling infrastructure to improve safety and promote Active Travel along the Dublin Road from Xerox Junction (R132, R215 intersection) heading northwards to Riverside Walk for a length of c.2km
• It is proposed to upgrade junctions along the entire route to provide safer pedestrian and cycle crossings
• It is proposed to upgrade existing bus stops along the route, providing facilities that integrate both pedestrians and cyclists
• It is proposed to upgrade all entrances along the route to better facilitate pedestrians and cyclists
• It is proposed to provide pedestrian and cycling crossings at identified desire lines along the route
• It is proposed to connect to existing cycling facilities that interface with the route, improve landscaping and biodiversity along the full length of the scheme including sustainable urban drainage systems (SUDS)
• The provision of all other ancillary works associated with these cycle lanes along the length of the scheme

In accordance with S.I. 476, 2011, Section 250, Planning and Development (Amendment) (No.3) Regulations, 2011 and S.I. 296, 2018 European Union (Planning and Development) (Environmental Impact Assessment) Regulations 2018, Louth County Council has carried out screenings and has determined the following:

• The preliminary assessment concludes that the project is not expected to cause any significant adverse effects, either individually or in combination with other plans or projects. Therefore, a Stage Two Appropriate Assessment (AA) is not required for the project.
• There is no real likelihood of significant effects on the environment so therefore the preliminary assessment has concluded that an Environmental Impact Assessment Report is not required.

Any person may, within 4 weeks from the date of this notice, apply to An Bord Pleanála for an EIA screening determination as to whether the development would be likely to have significant effects on the environment.

Plans and particulars of the proposed development may be inspected or purchased, at a fee not exceeding the reasonable cost of making a copy, from Tuesday 3^rd September, 2024 until Tuesday 1^st October, 2024 (inclusive) at the offices of Louth County Council, as noted below during public opening hours at:

• Louth County Council, County Hall, Millennium Centre, Marshes Lower, Dundalk, Louth, A91 KFW6 and
• Louth County Council, Town Hall, Crowe St, Dundalk, Louth, A91 W2OC 

Plans and particulars will also be available to view online at https://planning.localgov.ie/en 

Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, clearly marked Part 8 Inner Relief Road to Riverside Walk, Dublin Road, Dundalk R215 - Active Travel Scheme may be made on or before 5:00pm on Tuesday 15^th October, 2024 either:

• In writing to the undersigned at Louth County Council, County Hall, Millennium Centre, Dundalk, or
• Via National Part 8 Planning Portal https://planning.localgov.ie/en
